C-Cure 9000 Access Control System Upgrade

This solicitation is for an upgrade to the Department of Veterans Affairs' existing Pegasus access control system, transitioning to the next-generation CCure 9000 system. Due to the proprietary nature of the existing hardware and associated new hardware and software, Johnson Controls, Inc. (JCI) is the only source capable of providing the necessary components for this upgrade. The estimated value for this specific action is $85,905.00, which includes one unit of the C-Cure 9000 equipment and associated labor. While this portion of the acquisition is being treated as a sole source requirement, the VA is posting this justification to promote transparency and encourage potential authorized distributors or associates of JCI to engage. The competition for this overall acquisition will reside in the overhead and profit margins of the offerors, as all will be utilizing the same C-Cure 9000 equipment from JCI. JCI technicians are exclusively certified to install, configure, and program the system components, and possess physical access to proprietary equipment and software utilities, necessitating their involvement or direction for installation.
