Advanced Manufacturing Applied Research & Technology Development Center

The U.S. Army Contracting Command-Aberdeen Proving Ground is seeking solutions to establish an Advanced Manufacturing Applied Research & Technology Development Center (AdvMARTDC). This center will act as a trusted government agent to perform and coordinate advanced manufacturing research and development, aligning with national and Army strategies. Responsibilities include transitioning technologies to Manufacturing Innovation Institutes, the Organic Industrial Base (OIB), and Defense Industrial Base (DIB) stakeholders, as well as Army and Joint Service entities. The Army is looking for college and university laboratories or university-affiliated non-profits with core competencies in advanced manufacturing processes, composite research, advanced manufacturing technologies, and design for advanced manufacturing. Key requirements include acting as a central hub for research, developing foundational tools and standards, facilitating collaboration, and conducting applied research to scale up key technologies. The selected entity will also manage large, complex research programs, handle contracting and cost management, and ensure information assurance compliance, including Cybersecurity Maturity Model Certification (CMMC) Level 2. The acquisition strategy is for a full and open competition with an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The solicitation process involves a two-step approach: submission of solution briefs, followed by full proposals for selected offerors. Key dates include a questions deadline of May 22, 2026, and a solution brief due date of June 19, 2026.
