The Texas Department of Public Safety (DPS) is soliciting applications from qualified Aircraft Training Facilities to provide a range of pilot training services. These services include initial certifications, Airline Transport Pilot (ATP) ratings, type ratings, and recurrent training. Training can be conducted using various aircraft, simulators, and through hands-on instruction, including hoist training. DPS will contract services on a regional basis, referring training needs to enrolled contractors on an as-needed basis. All training must be located within 500 nautical miles of Austin, Texas. Applicants must be FAA Certified Part 61 or Part 141 Flight Training Academies located within Texas, capable of providing instruction for Private, Instrument, Commercial, ATP, CFI, and CFII ratings in single-engine land, multi-engine land, and/or rotorcraft. Specific experience with aircraft such as AS350 B3, H125, Bell 407GXI, EC 145, H145, Bell 412, Cessna Caravan 208, and Pilatus PC12 NG/NGX/Pro is required, along with type rating training for BE300 and King Air 350. The training must comply with FAA regulations, and contractors must provide qualified instructors and necessary training equipment. Specialized training in hoist operations for search and rescue, tactical enforcement, and emergency water evacuations is also required. This includes comprehensive hoisting programs, scenario-based exercises, and helicopter water egress training. Applicants must demonstrate at least 10 years of experience in providing hoisting SAR, aerial use of force, and water egress training for law enforcement or military personnel, with specific experience in certain helicopter models and hoist systems.
