VA Central IRB Technical Support Services

The Department of Veterans Affairs (VA) requires technical and professional assistance to support the VA Office of Research and Development's (ORD) Enterprise, Protections, Regulatory, Outreach, and Systems (EPROS) program. This support is for the Central Institutional Review Board (IRB), which streamlines regulatory approvals for ORD-funded multisite research. The contractor will provide services including managing human subject research applications and post-approval monitoring. Key personnel include a Program/Project Manager and up to six Protocol Coordinators. Services encompass protocol review and processing, meeting support, and administrative and technical support, such as revising Standard Operating Procedures (SOPs) and conducting file audits. The contract is an Indefinite Delivery/Indefinite Quantity (IDIQ) with a base period of five years, estimated to be valued between $10,000.00 (minimum) and $6,000,000.00 (maximum ceiling). Task orders will be issued based on actual need, with specific performance periods. The solicitation is set aside solely for Service-Disabled Veteran Owned Small Businesses (SDVOSBs).
