Dry Cargo Time Charter Services

This is a sources sought notice for a dry cargo time charter, with the potential for either a 40-day or 60-day charter period. The vessels should be U.S. or foreign flag, roll-on/roll-off (RO/RO) capable, and able to carry a minimum of 325,000 sqft of military cargo, including helicopters, tracked and wheeled vehicles, and breakbulk. The delivery port is Charleston, South Carolina. For the 40-day scenario, redelivery is optional between Subic Bay, Philippines, or Busan, Korea. For the 60-day scenario, redelivery is to Melbourne, Australia. Laydays are to commence and cancel on June 30, 2026. Interested parties are requested to provide vessel descriptions, daily charter hire rates, fuel consumption rates, available deck space, and business size. The government is also seeking information on potential subcontracting opportunities from large businesses. The small business size standard for this type of water transportation service is 1,050 employees.
