Construction of New Maintenance Building for City of Vermillion Light and Power Department

The City of Vermillion, South Dakota is soliciting bids for the labor and materials required to construct a new maintenance building for its Light and Power Department. Bids will be publicly opened and read at City Hall, located at 25 Center Street, on May 12, 2026, at 2:00 p.m. The City Council is scheduled to act on the bids on May 18, 2026, at 6:00 p.m. at the same location. Bidding documents can be obtained from Banner Associates, Inc. for a non-refundable payment of $100.00 for a paper copy. Alternatively, documents can be downloaded from www.bannerassociates.com or www.questcdn.com (reference Quest number 10168414) for a $22.00 fee. Downloading is recommended for automatic notification of addenda and bid updates. Prime contractors resident in South Dakota who intend to bid in good faith may receive one paper copy without charge, as per South Dakota Codified Law 5-18B-1, with the agreement to return the documents within thirty days after bid opening if provided at no charge. Each proposal must be accompanied by a certified check or cashier's check for five percent (5%) of the bid amount, or a bid bond for ten percent (10%) of the bid amount, payable to the City of Vermillion. A Performance/Surety Bond in an amount not less than the contract price is also required for the faithful performance of the contract and prompt payment to labor and material suppliers. Preference will be given to materials, products, and supplies found or procured within South Dakota. Bids must be signed, submitted in a sealed envelope labeled "Vermillion Light & Power Building", and received by the deadline. Bids may not be withdrawn within thirty (30) days after opening. The Owner reserves the right to waive irregularities and reject any or all bids.
