The Santa Ynez Band of Chumash Indians (SYBCI) is issuing a Request for Proposal (RFP) for design-build services to construct eight new single-family homes on the Santa Ynez Indian Reservation in Santa Barbara County, California. The project includes seven three-bedroom, two-bathroom homes (minimum 1,550 sq. ft. each with a 2-car garage) and one five-bedroom, two-bathroom home (minimum 1,850 sq. ft. with a 2-car garage). The homes will be funded by HUD grants: FY2021 Indian Housing Block Grant (IHBG), FY2022 and FY2024 Indian Community Development Block Grants (ICDBG). The selected contractor will be responsible for all aspects of project delivery, from design and engineering to construction, permitting, and closeout. Key project goals include quality and durability, energy efficiency and sustainability (meeting or exceeding Energy Star standards), code compliance and safety (including Wildland Urban Interface requirements), cultural sensitivity, and adherence to schedule and budget. The scope of services encompasses pre-construction, design, permitting, procurement, construction, and warranty phases. All homes will be single-story, wood-framed construction on permanent foundations, meeting SYBCI requirements and applicable codes.
