Lagoon Sludge Removal and Filter Bed Replacement

The City of Elmwood is soliciting sealed bids for a project that includes the removal of sludge from four lagoon cells (West, Center, East, and Southwest) and the rock filter bed. The existing filter media from the rock filter bed will be placed along the edges of the lagoon cells for perimeter protection. This procurement may be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA) and is subject to various federal and state regulations, including the Davis-Bacon Act, the Employment of Illinois Workers on Public Works Act, the Illinois Works Jobs Program Act Apprenticeship Initiative, and "Build America, Buy America" requirements. Additionally, the procurement is subject to the loan recipient's policy regarding increased use of Disadvantaged Business Enterprises (DBEs), requiring bidders to undertake specified affirmative efforts at least sixteen days prior to bid opening. The successful bidder must agree to pay prevailing wages. Bids will be received until 2:00 PM prevailing time on July 1st, 2026, at City Hall, 201 W Main St, Elmwood, IL 61529. Bids received after this time will not be considered. A Pre-Bid Meeting is scheduled for June 2nd, 2026, at 10 AM prevailing time at City Hall; attendance is recommended but not mandatory. The Bidding Documents are available from the consulting engineer's office, Crawford, Murphy & Tilly, Inc., located at 203 Harrison Street, Peoria, IL 61602. Electronic copies can be obtained from this office during business hours (Mondays through Fridays, 8:00 a.m. to 5:00 p.m. local time). Partial sets are not available, and the Owner/Engineer is not responsible for documents obtained from other sources. Bid security is required in accordance with the Instructions to Bidders.
