Federal Lobbying and Government Relations Services

The University of North Dakota is seeking proposals from qualified firms to provide professional federal lobbying and government relations services. The services will include building and maintaining congressional relationships, serving as liaisons with federal entities, identifying federal grants and funding opportunities, providing legislative updates and strategic advice, and drafting legislative language. The firm will also be responsible for direct advocacy and developing strategies for university visits to Washington D.C. Respondents must have at least ten years of experience in federal government relations or legislative affairs, with at least five years focused on higher education clients. Previous experience with the University of North Dakota, the North Dakota Congressional Delegation, and federal legislative processes is strongly preferred. The University prefers an annual retainer fee structure, but hourly rates will also be considered.
