D.L. Billmaier Tow Winch Installation

The U.S. Army Corps of Engineers (USACE) Detroit District has a requirement for the installation of a D.L. Billmaier Tow Winch on the D.L. Billmaier Tugboat. This is a combined synopsis/solicitation for a commercial service prepared in accordance with FAR Part 12 and FAR Part 13. The solicitation number is W911XK26QA010. The contract will be Firm-Fixed Price (FFP) and is a 100% small business set-aside. The North American Industry Classification System (NAICS) code is 336611 (Ship Building and Repairing) with a small business size standard of 1,300 employees. The Product Service Code (PSC) is N020 (Installation of Equipment-Ship and Marine Equipment). The tow winch will be provided by the Government for installation at the USACE Vessel Yard in Duluth, MN. The contractor shall furnish all necessary supplies, materials, equipment, hoisting services, and labor for the installation. Customary commercial warranty practices apply. Quotes are due by June 4, 2026, at 2:00 PM EDT and must be submitted electronically through the PIEE Solicitation Module. Award will be made to the lowest-priced, responsive, and responsible offeror.
