Purchase of Stream Mitigation Credits for Point of Rocks Water Supply Project

Chesterfield County is soliciting sealed bids for the purchase of 2,490 primary service area (Tier 1) stream mitigation credits. These credits are required to offset unavoidable stream impacts associated with the Point of Rocks Water Supply Project, which includes a new intake on the Appomattox River, a pump station, raw water pipeline, and a water treatment plant. The impact site is located in HUC 02080207 (Appomattox River Subbasin). Credits must be acceptable to the USACE Norfolk District and Virginia DEQ, and originate from USACE- and VDEQ-approved mitigation banks with immediate availability for reservation and transfer. The County reserves the right to make multiple awards to fulfill the total credit requirement.
