Expert Financial Services for Anchorage Water and Wastewater Utility

The Municipality of Anchorage is soliciting proposals from qualified firms to provide expert financial services and testimony before the Regulatory Commission of Alaska (RCA). These services are required for capital structure, cost of equity, and a fair rate of return on equity for the Anchorage Water and Wastewater Utility (AWWU). The selected firm will be responsible for providing analysis, recommendations, expert testimony, and exhibits to support AWWU's rate filings. This includes addressing the importance of capital structure, its relationship to the cost of equity, and providing recommendations for return on equity and capital structure. The contractor will also respond to data requests, coordinate studies, interact with AWWU's regulatory counsel and other consultants, and prepare for and attend hearings as required. Work will be assigned via Contract Task Orders (CTOs) with negotiated scope and fee.
