Adams County is soliciting proposals for a Performance Management and Engagement Platform to enhance performance management, employee engagement, continuous feedback, and leadership development within the Sheriff's Office. The platform should support certified and professional staff, aligning with public safety operations, chain-of-command, civil service requirements, and labor agreements. Key objectives include establishing a consistent performance management process with quarterly reviews, improving employee engagement and morale, providing supervisors with structured feedback and coaching tools, and enhancing documentation and workforce insights. The selected vendor will provide a configurable, cloud-based platform supporting quarterly performance reviews, goal setting and tracking, continuous feedback, engagement and pulse surveys, individual development plans, manager effectiveness tools, and reporting/analytics. The system must integrate with existing HRIS (JD Edwards and UKG), comply with accessibility standards (WCAG), and offer role-based access with Entra SAML authentication. The vendor will be responsible for implementation, training, and change management, ensuring the platform supports the specific needs of a law enforcement environment.
