Outside Legal Counsel Services for the Texas Prepaid Higher Education Tuition Board

The Texas Comptroller of Public Accounts, on behalf of the Texas Prepaid Higher Education Tuition Board, is soliciting proposals for outside legal counsel services. The selected firm will provide specialized legal advice and services related to the administration of various tuition and savings plans, including the Texas Guaranteed Tuition Plan, Lone Star 529 Plan, Texas Tuition Promise Fund, Texas Match the Promise Program, and the Texas ABLE Program. Expertise in federal and state securities law, contract law, intellectual property, fiduciary responsibility, and federal entitlements is required. Services will be provided on an as-needed basis, with a contract term anticipated to begin September 1, 2026, through August 31, 2028, with two one-year option periods.
