Roof and Gutter Replacement at Bluffs Housing

The National Park Service intends to issue a solicitation for the removal and replacement of roof and gutter systems for two houses, buildings B034 & B035, at Bluffs Housing. The scope of work includes removing approximately 3,600 square feet of asphalt shingles and replacing them with 30-year architectural shingles and #30 underlayment (synthetic underlayment is an option). The project also involves repairing or replacing damaged plywood sheeting/facia boards, replacing drip edge and roof boots, installing ridge vents, and removing and replacing approximately 420 linear feet of gutter with downspouts. Additionally, approximately 270 linear feet of gutter guards will be installed. The buildings are two-story residences with asphalt shingle roofs, located at Blue Ridge Parkway, Laurel Springs, North Carolina. This procurement will be set-aside for Small Business firms, with NAICS code 238160 (Roofing Contractors) and a small business size standard of $19,000,000.00. The PSC is Z1JZ: Maintenance of Miscellaneous Buildings. Davis Bacon prevailing wages for Alleghany County, North Carolina will apply. A single firm-fixed-price contract is anticipated. The solicitation will be posted on sam.gov on or about June 05, 2026, with offers due approximately 30 days after issuance.
