Barbering Services for Youth at MacCormick Secure Center

The New York State Office of Children & Family Services (OCFS) is seeking a licensed barber to provide essential barbering services to approximately 50 youths per month at the MacCormick Secure Center for Boys, located in Brooktondale, NY. The services include standard haircuts, approved specialty haircuts (e.g., skin fades, tapers, line-ups), and potentially beard/facial hair removals, all in accordance with OCFS rules and policies. Prohibited services include artistic alterations like hair designs or eyebrow slashes. The contractor must provide all necessary tools and supplies, while the facility will provide one barbering chair. Services are to be performed monthly, with documentation and billing to be provided by the contractor. The contract is for an initial term of three years with two optional one-year renewals, for a maximum of five years, beginning July 1, 2026. This is a discretionary purchase opportunity authorized under State Finance Law Section 163(6). Eligible respondents must be New York State (NYS) certified Minority- and/or Women-owned Business Enterprises (MWBE), NYS certified Service-Disabled Veteran-Owned Business (SDVOB), or NYS Small Business Enterprises (SBE). Applicants must possess a valid NYS Barbering License (Master Barber preferred), have a minimum of three years of experience providing barbering services, and provide three professional references.
