Adams County, through the Rocky Mountain Purchasing Group, has received grant funding to update its Development Standards and Regulations (DSR). This project aims to create a clear regulatory framework for utility-scale renewable energy development, including deep geothermal, wind energy, and enhancements to existing solar and battery storage standards within unincorporated Adams County. The selected consultant will provide advisory and technical services, including research, stakeholder engagement, policy analysis, and drafting regulatory language. The goal is to remove permitting barriers, provide clarity, and support economic development and climate goals while protecting public health, safety, welfare, and environmental resources. The scope includes developing a project work plan, researching best practices, creating technology-specific profiles, drafting ordinances, and assisting with public hearings and adoption. The project is expected to be completed with regulation adoption targeted for September 2027.
