Indefinite Delivery Contract for Architect-Engineer Services - Inland Navigation and Water Resources Planning

This solicitation is for an Indefinite Delivery Contract (IDC) for Architect-Engineer (A-E) services related to inland navigation and water resources planning within the Great Lakes and Ohio River Division (LRD) of the U.S. Army Corps of Engineers. The contract will have a one-year base period and four one-year option periods, with a total maximum value not to exceed $20,000,000.00. Work will be issued through negotiated firm-fixed-price task orders. This procurement is restricted to small businesses, with a NAICS code of 541330 (size standard $16,500,000.00). Firms must be registered in SAM.gov to be eligible for award. The scope of services includes a wide range of planning and analysis, such as water resources planning, transportation system modeling, economic and social impact analyses, environmental impact assessments, biological assessments, freight transportation rate and cost analyses, and various planning and design services for infrastructure and natural resources. Services may require licensed professionals and will adhere to environmental and historical preservation regulations. Selection will be based on specialized experience and technical competence in areas including water resources planning, environmental impact assessments, economic analyses, and transportation modeling. Professional qualifications of key personnel, past performance (primarily from PPIRS), capacity to perform approximately $4,000,000.00 in work, and knowledge of the local region will also be evaluated. Equitable distribution of DoD contracts will serve as a tie-breaker.
