Financial Management and Payroll Services

The State of Missouri, Department of Mental Health, is soliciting proposals for Financial Management and Payroll Services. This procurement aims to secure services for approximately 4,000 individuals, Employers, and Designated Representatives participating in the Self-Directed Supports Program, and their estimated 9,440 employees. The scope of work includes providing comprehensive financial management and payroll services, including processing payroll, managing tax withholdings and filings, and ensuring compliance with all relevant federal and state regulations. Key requirements include system integration with state systems, Electronic Visit Verification (EVV) capabilities, robust security measures, and dedicated customer service. The contract period is for one (1) year with options for four (4) additional one-year renewals. Vendors must meet minimum experience qualifications, including at least five consecutive years of experience providing Vendor Fiscal Employer Agent model financial management services to a population of over 2,000 individuals.
