The City of Sioux Falls, South Dakota, is seeking bids for the Southeast Basins Sanitary Sewer Improvements - Phase 1 project. This project involves significant infrastructure work related to the sanitary sewer system. Bidders must be registered in the city's e-procurement portal (siouxfalls.bonfirehub.com) and submit bids electronically by 2 p.m. Central time on June 4, 2026. Bids will be opened publicly at 3 p.m. Central time on the same day at City Hall, 224 W. 9th St., Sioux Falls, SD 57104, with a virtual viewing option available via Webex through links at www.siouxfalls.gov/purchasing. This contract will utilize federal financial assistance and requires compliance with various federal regulations, including 2 CFR 200.318-200.327, Executive Orders 14173, 11518, and 11625, and Title 40 CFR 33 concerning Disadvantaged Business Enterprises (DBE). Specific DBE goals are set at 1.5 percent for MBE and 2.4 percent for WBE. Bidders must also comply with Davis-Bacon and Related Acts wages, be registered in SAM.gov with an active status and Unique Entity Identifier (UEI), and adhere to Build America, Buy America Requirements as mandated by the Infrastructure Investment and Jobs Act. Compliance with Section 889 of Public Law 115-232, prohibiting certain telecommunications and video surveillance equipment, is also required. Bidder Activity Report (BAR) forms, along with Form A or B and Debar-2 form, are mandatory for bid submission. Information for the Bipartisan Infrastructure Law (BIL) project sign requirements must also be included. A Prebid Conference is scheduled for Friday, May 22nd, 2026, at 10:00 AM in City Center Room 110, 231 N Dakota Avenue, Sioux Falls, SD 57104. The City of Sioux Falls reserves the right to reject any or all bids and to waive technicalities.
