City of Bend Fire & Rescue Standards of Cover Study

The City of Bend Fire & Rescue is seeking professional consulting services to conduct a comprehensive Standards of Cover (SOC) study. This study aims to evaluate current fire and emergency service delivery, assess community risk and service demand, and develop clear, defensible, and measurable service level standards that align with operational realities and long-term sustainability. The findings from this study will be used to inform Fire Department leadership, City management, and governing bodies on critical decisions regarding deployment, staffing, facilities, and strategic planning.
