Hydraulic Oil Offload and Onload Services for Naval Base Point Loma

The Portsmouth Naval Shipyard is seeking capable vendors to provide services for the offloading, transport, and final disposal or reprocessing of approximately 4500 gallons of 2190-S and 500 gallons of 2075 TH hydraulic oil from a ship at Naval Base Point Loma, San Diego, California. The contractor will be responsible for all offloading operations, ensuring compliance with Federal EPA and State of California regulations for storage and disposal. Reprocessed, reclaimed, or recycled oil will not be accepted for submarine use. In addition to the offload, the contractor shall provide 4000 gallons of new petroleum-based 2190-S oil (per MIL-DTL-32353) and 500 gallons of new petroleum-based 2075 TH oil (per MIL-PRF-17672 E). The new oils must meet specific particulate and water contamination limits. The contractor will be responsible for delivering the oils in clean portable storage tanks, drums, or trucks, and must submit oil samples for analysis by the PNSY chemistry laboratory prior to transfer to the ship. All oil containers that do not pass analysis must be removed by the contractor. The contractor shall also provide pumping capability for transfer via hoses through 3-micron or better filters and perform all onloading operations. A supplemental "final fill" or "top off" service is also expected after initial system operation.
