Pavement Rehabilitation Project at Harold Davidson Field Airport

The City of Vermillion, South Dakota is soliciting bids for a pavement rehabilitation project at Harold Davidson Field Airport. The project includes mobilization, construction safety phasing, crack sealing, emulsified seal coat application, pavement marking (yellow and black), temporary pavement marking, and crack leveling. Plans and specifications can be obtained from Helms and Associates for a shipping and handling fee of $100 for a physical set or can be downloaded as PDF files after registration at http://www.helmsengineering.com/biddocs.html, with an additional $20 invoice for downloaded sets. South Dakota resident contractors intending to bid in good faith may receive one copy of the plans and specifications free of charge. Bids must be accompanied by a bid guarantee of five percent (5%) of the total bid amount in the form of a certified check, cashier's check, or draft, or a ten percent (10%) Bid Bond. Separate Payment and Performance Bonds, each equal to one hundred percent (100%) of the contract amount, will be required upon award. The contractor must commence work within ten (10) days of a "Notice to Proceed" and complete the work within the timeframe specified in the specifications. The solicitation also includes provisions for Title VI compliance, minimum wage rates, affirmative action, debarment, foreign trade restrictions, and Buy American certifications.
