Dane County is issuing a Request for Proposal (RFP) for Residential Behavioral Health Services - High Acuity. This RFP seeks qualified providers to operate a DHS 83 licensed community-based residential facility for adults (18+) with Serious and Persistent Mental Illness (SPMI). The goal of these services is to stabilize mental health symptoms, reduce psychiatric hospital readmissions, and support shorter lengths of stay in inpatient care through timely step-down services. The selected provider will operate a co-ed home with 5-6 single-occupancy beds, exclusively dedicated to high-acuity care, and the County intends to contract for the full bed capacity. Services will focus on stabilization, skill-building, and therapeutic interventions to support residents' movement toward greater independence. This includes assistance with Activities of Daily Living (ADLs) and Instrumental Activities of Daily Living (IADLs) using a "teach to independence" coaching model. Providers must meet and maintain licensure under Wisconsin Administrative Code DHS 83 for CBRFs and comply with all applicable federal, state, and county requirements, including Medicaid billing for services like Crisis Stabilization and Community Recovery Services.
