Architect-Engineer (A&E) Services for IDIQ Contract at Hurlburt Field, FL

This is a Sources Sought notice for Architect-Engineering (A&E) services for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The 1st Special Operations Contracting Squadron is seeking qualified civil/structural engineering firms to perform Title I and Title II design services across all disciplines, including architectural, civil, structural, mechanical, electrical, and environmental. These services will be for projects at Hurlburt Field and other Air Force Special Operations Command (AFSOC) facilities globally. The scope of work includes providing designs for new or renovated civil, structural, and environmental systems. This encompasses field investigations, topographic surveys, soil borings, geotechnical analysis and reports, environmental surveys and studies, hazardous material surveys and testing, schematic design, design development, value engineering, cost estimating, and the preparation of specifications and construction contract documents. Projects will involve site development, water and sewer utilities, storm water, pavements, foundations, concrete, masonry, and steel structures. Deliverables must be in hard copy and electronic format using Microsoft Office products, with drawings in AUTOCAD 2021-compatible format and ArcGIS 10.1 or higher. Firms should also be capable of providing GIS products and designs that may include provisions for asbestos/lead removal. Additional services may include project programming, planning studies (site, utility, traffic, facility), environmental studies, permit preparation, and architectural, mechanical, and electrical engineering. A single award, multi-year IDIQ contract with a fixed ordering period of 5 years is anticipated. The total value of all task orders combined will not exceed $4,000,000.00 over the contract ordering period, with a guaranteed minimum of $2,500.00 in the first design project. No single task order will exceed $2,000,000.00. Selection will be based on Standard Form (SF) 330 submissions, evaluating professional qualifications, specialized experience, capacity, and past performance. Firms located within 150 miles of Hurlburt Field AFB, FL, will be given special emphasis.
