Resident Services, Family Self-Sufficiency, and Relocation Services
Charter Oak Communities
The Housing Authority of the City of Stamford, d/b/a Charter Oak Communities (COC), is soliciting proposals from qualified respondents to provide comprehensive resident services, family self-sufficiency coordination, and relocation assistance. These services will be delivered across multiple housing properties owned and/or managed by COC, serving families, seniors, and individuals, including those with special needs. The scope of work includes planning and delivery of resident services such as case management, community programming (workforce development, financial literacy, health initiatives), and housing stability support. The selected contractor(s) will also be responsible for managing and supporting the Family Self-Sufficiency (FSS) Program in accordance with federal requirements, including participant assessments, progress monitoring, and reporting. Additionally, comprehensive relocation assistance will be provided to residents affected by redevelopment or property transitions, encompassing planning, housing search, move coordination, and compliance. COC will provide internet access, office space, and basic IT support. Proposals will be evaluated on a "Best Value" basis, considering factors beyond just cost, including the appropriateness and cost-effectiveness of proposed rates, the offeror's ability to provide the full range of services, experience in similar programs, and the proposed service approach and methodology.
