Airplane Lease for Somerset Community College

The Office of Procurement to Payment Services for the Kentucky Community & Technical College System (KCTCS) is soliciting bids for an airplane lease to serve Somerset Community College. The lease is intended to establish a contract with one or more qualified suppliers. The airplane is to be delivered to Lake Cumberland Regional Airport, located at 500 W O. Newell Dr., Somerset, KY 42503. The awarded supplier will also be expected to extend the provision of services under the contract to any other public institutions of higher education within the Commonwealth of Kentucky, with pricing to be negotiated based on the current rates for the specific level of services required. The solicitation specifies a base contract term of 2 years from the execution date, with one (1) additional year of renewal possible upon mutual agreement. The contract is subject to KCTCS General Terms and Conditions, and suppliers must comply with all applicable federal, state, and local laws and regulations. Insurance requirements include Aircraft Liability Coverage and Hull Coverage, naming the Lessor and/or Lienholder as an additional insured and loss payee. The specific aircraft requirements include a 1967 Cessna 172H with detailed specifications regarding airframe time, engine time since overhaul, FAA compliance, avionics, and interior/exterior condition. Bidders must indicate whether their proposed aircraft meets or exceeds these specifications. The proposal must include hourly rates that are fully inclusive of all fees and expenses.
