Garbage Collection and Disposal Services

This solicitation is for a firm-fixed-price service contract to manage and perform all operations for the collection and off-post disposal of solid waste generated at Tobyhanna Army Depot (TYAD), Tobyhanna, Pennsylvania. The contractor will be responsible for furnishing all labor, tools, materials, equipment, transportation, and supervision necessary for these services. The scope of work includes daily collection of front-load dumpsters, weekly collection of single-stream recycling containers (glass, plastics, cardboard, and paper), and on-call rolloff services within 48 hours of request. Additionally, the contractor will provide a subcontract for medical waste disposal, with pickups scheduled once every four weeks. The contract includes a base year and four option years, with services to be performed between 0800-1400, Monday through Friday, when the facility is open. Offerors must also comply with extensive security, environmental, and safety requirements outlined in the Performance Work Statement.
