Next Generation GSA SmartPay Master Contract - Request for Information

The General Services Administration (GSA) Center for Charge Card Management (CCCM) is seeking information for the development of the next GSA SmartPay master contract. This government-wide program currently serves approximately 250 federal agencies, eligible organizations, and Native American Tribal organizations, facilitating nearly $40 billion in spending annually through millions of transactions. The current GSA SmartPay 3 master contract is set to end in November 2031. This Request for Information (RFI) aims to gather insights into potential service providers' capabilities and solicit feedback on the existing GSA SmartPay 3 master contract. The GSA is interested in understanding industry perspectives on risks, commercial practices, scalability, and innovation in government payment systems. They are also seeking feedback on specific requirements within the current contract, security protocols, data management, ordering procedures, and the feasibility of various contract structures and periods of performance. The RFI includes detailed examples of agency missions and needs to help respondents tailor their feedback. Responses should be submitted in an electronically searchable format, preferably Microsoft Word or Adobe, using the provided response template. Questions regarding this RFI can be submitted via email to SPcard@gsa.gov and jennifer.g.richards@gsa.gov, with a specific subject line. An optional virtual Industry Day event is planned for May 2026, where questions received at least five business days prior are intended to be answered.
