The Austin City Auditor's Office is soliciting proposals for a comprehensive efficiency assessment of all City departments. This initiative, mandated by a City Council ordinance, aims to identify cost-effective performance improvements, safeguard public confidence, and ensure operational efficiency and the best value in City services. The assessment will cover a five-year period, with the contractor encouraged to incorporate cross-departmental functions. The scope includes analyzing operational efficiency, management structures, functions, programs, services, and policies, with a cost-benefit analysis where appropriate. It will also involve an analysis of City contracting practices, determination of contractor performance against standards, identification of cost savings and performance enhancements, and benchmarking with peer cities. The contractor will be responsible for project planning, data collection, interviews, analysis, and report development, with the City Auditor's Office overseeing the process and facilitating access to records and personnel.
