Library Binding Services

This solicitation is for library binding services, which includes operations such as rebinding or recasing, stamping, packing, and distribution of books and serial publications. The services required encompass electronic prepress, printing, binding, construction, packing, and distribution of various printed materials including booklets, leaflets, forms, pamphlets, letters, business reply envelopes, and outgoing mail envelopes. The contract term is for one year, beginning September 1, 2026, with up to four optional 12-month extension periods. Bids are to be submitted electronically by 11:00 a.m. Eastern Time on June 8, 2026. The U.S. Government Publishing Office will conduct a virtual bid opening, and interested parties can request a Microsoft Teams livestream link by emailing bids@gpo.gov one hour prior to the opening. Specifications detail various binding styles (Style B, D, CAT, RC), preparation for binding, trimming, gluing, rounding and backing, lining the spine, casemaking, lettering/stamping, tab dividers, pockets, stubbing/fillers, and packing. The contractor is responsible for all materials and operations not explicitly furnished by the government. A pre-award survey and a pre-award test may be required to demonstrate the contractor's ability to meet the specifications.
