Description

The 354th Contracting Squadron/PK Procurement Flight is conducting market research to assess the potential use of Project Labor Agreements (PLAs) for multiple large-scale construction and demolition projects at Eielson Air Force Base. These projects are estimated to cost over $35 million each and are planned to be executed via the design/bid/build process. The general period of performance for each project is anticipated to be approximately 12-36 months. The Air Force is seeking input from both unionized and non-unionized contractors, as well as those familiar with the federal marketplace and new entrants, to determine if mandating PLAs would advance federal interests in achieving procurement economy and efficiency, promote adequate competition at a fair and reasonable price, and align with all applicable statutes and regulations. Responses will inform the decision on whether to pursue an exception to the mandatory use of PLAs for these projects.
