The Southwest Regional Maintenance Center (SWRMC) requires secure, continuously accessible storage services for a minimum of thirty (30) 20-foot ISO shipping containers in Guam. The contract will include a 12-month base year and four 12-month option years, with the Period of Performance running from June 1, 2026, to May 31, 2031. The contractor shall provide and maintain a secure storage facility, ensuring all Government property is safeguarded from theft and damage, and is fully accountable and accessible to authorized Government personnel without delay. The storage area must accommodate at least thirty 20-foot ISO shipping containers, unstacked. Security requirements include a perimeter fence with an electronic access gate, a continuous 24/7 video surveillance system monitoring all access points and storage areas, and incident reporting within two hours of discovery, with a formal written report within 24 hours. Additionally, the facility must implement an Integrated Pest Management (IPM) plan to mitigate the presence of Brown Tree Snakes, including vegetation management, barrier maintenance, and active trapping. The contractor must also provide full access for Government-led quarterly sustainment maintenance and corrosion control activities. In the event of hazardous materials storage, the contractor will be provided with a Safety Data Sheet (SDS) within 48 hours of a formal written request. The contractor is required to maintain commercial property insurance in an amount not less than $1,000,000.
