The City of Phoenix is soliciting proposals for a Shoplifting/Theft Diversion Program. This program aims to divert individuals charged with shoplifting or theft offenses out of the criminal justice system and into a program that combines comprehensive personal assessment with education or treatment. The goal is to help participants avoid future criminal behavior and reduce the number of cases within the criminal justice system. The selected contractor will be responsible for developing and operating the program, including conducting participant assessments, providing educational classes and/or counseling sessions, and managing individualized case plans. Services must be accessible to defendants, with an office location within 10 miles of the Phoenix Municipal Court. The program must also accommodate defendants outside of Maricopa County and the State of Arizona, and provide bilingual staff fluent in English and Spanish, as well as interpreters for other languages. The contract will have an initial three-year term with two one-year options. Key activities include screening, intake, case management, and reporting on participant progress and program outcomes. The contractor will also be responsible for fee collection and remittance to the City.
