HOPE Community Academy, a PreK-12 public charter school located in Saint Paul, MN, is soliciting proposals for comprehensive Special Education (SPED) Contracted Services. The services are set to begin on July 1, 2026, with an initial term of three years and an option for extension. The scope of work includes providing a Minnesota-licensed Director of Special Education to oversee HOPE's Total Special Education System (TSES). The selected organization will also be responsible for onboarding and mentoring HOPE's future in-house Special Education Coordinator. Additionally, the services will encompass monthly professional development for special education teachers and Educational Assistants, school psychology and evaluation services, and direct and related services from specialists such as Speech-Language Pathologists, Occupational Therapists, Physical Therapists, Board Certified Behavior Analysts (BCBA), and specialists for Autism Spectrum Disorder (ASD), Emotional Behavioral Disorder (EBD), Specific Learning Disability (SLD), and Developmental Cognitive Disability (DCD). The contract will also involve providing due process and Minnesota Department of Education (MDE) compliance support, including TSES, SEDRA, MARSS, MEGS/SERVS. Furthermore, the selected vendor will assist with setting up third-party billing and provide staff training, as well as support for Setting III readiness planning.
