Wastewater Bio-Solids Trucking Services

The County of Moore is soliciting proposals for wastewater bio-solids trucking services for the Moore County Water Pollution Control Plant. This service is required for approximately 6,000 tons of bio-solids per fiscal year for two fiscal years (July 1, 2026 - June 30, 2027 and July 1, 2027 - June 30, 2028). The County has secured a special waste disposal agreement and will pay tipping fees directly to Anson Waste Management Facility, located approximately 50 miles from the plant. Bidders are required to provide quotes on a cost per ton basis. Key considerations for quotes include landfill scale house hours (Monday-Friday, 7:00 am to 2:00 pm, with potential for 2:30 pm with notification), with loads spaced at least half an hour apart. Moore County WPCP will provide loading of bio-solids with their equipment, or bidders may use their own. Loading hours at the plant will be from 5:00 am to 6:00 pm, with trucks allowed to be left onsite overnight. The trucking company will be responsible for cleaning up any spilled bio-solids. A fuel surcharge table may be included in the bid.
