Construction Management Services for Vic Trace Reservoir Replacement Project

PlanetBids is soliciting proposals from qualified construction management firms for pre-construction and construction phase management and inspection services for the Vic Trace Reservoir Replacement Project. This project involves replacing a 10 million-gallon drinking water storage tank and other critical aging infrastructure within the water distribution system, such as pipelines, valves, pressure reducing stations, and pump stations. The project is partially funded by a Drinking Water State Revolving Fund (SRF) Loan and an anticipated municipal bond. All services must comply with federal procurement and labor guidelines, including the City's Community Workforce Agreement (CWA). The Construction Manager will be responsible for coordinating CWA implementation, ensuring contractor compliance with hiring hall referral procedures, apprentice utilization, local hire goals, safety and drug testing policies, and reporting protocols. Subcontractors performing work within defined craft classifications will also be covered by the CWA and must adhere to its requirements, including prevailing wages and master labor agreements.
