Mead Valley Wellness Village Substance Use Disorder Residential Treatment and Sobering Center

Riverside University Health System - Behavioral Health (RUHS-BH) is seeking a single agency to provide comprehensive co-ed behavioral health services at the Mead Valley SUD Residential Treatment and Sobering Center. This facility, comprising a 40-bed residential treatment center and a 15-bed adjacent Sobering Center, aims to offer a continuum of care and wrap-around support to assist individuals with substance use and mental health disorders, with a focus on diversion from the criminal justice system. The program's goal is to break the cycle of re-offending and re-incarceration by providing integrated treatment, care coordination, case management, and community supports. The target population includes adult male and female residents of Riverside County who are in contact with the criminal justice system and could benefit from intensive community-based support as an alternative to incarceration. This includes individuals identified by the Riverside County Superior Court, law enforcement, probation, various specialty courts (Mental Health Court, Adult Drug Court, etc.), the RUHS-BH Homeless Program, SU CARES, and county outreach teams. The services are designed to minimize unnecessary utilization of jail and hospital resources by providing stabilization, treatment, and linkage to community-based services. The facility is projected to be operational by January 1, 2027, contingent upon contract award and licensing.
