Wastewater Treatment Facility Improvements

The Sand Creek Wastewater Authority, in conjunction with the State of Mississippi, is soliciting bids for the construction of a complete, functional 2.5 MGD sequencing batch reactor wastewater treatment facility. The project scope includes sitework, cast-in-place concrete, site piping, pumping and aeration systems, an operations building, and electrical power and control systems. Bids will be received until 2:00 p.m. on June 4, 2026, at the offices of Engineering Solutions, Inc., located at 1324 N. Veterans Blvd, Tupelo, MS 38804. Bids will be publicly opened and read aloud at that time. Bids are to be submitted on a lump sum basis. The contract documents, including plans and specifications, can be examined online at www.esiplans.com. Plan holders must register on the website to view and order bid documents. Electronic bids are permitted through www.esiplans.com and must be submitted in PDF format, secured with a bid bond. This procurement is anticipated to be funded in part by the State of Mississippi's Water Pollution Control Revolving Loan Fund. Federal financial infrastructure investments must comply with Build America, Buy America (BABA) requirements, mandating that iron and steel products, manufactured products, and construction materials incorporated into the project be produced in the United States, absent a waiver.
