Joint Precision Approach and Landing System (JPALS) Support

The Naval Air Warfare Center Aircraft Division (NAWCAD) - Webster Outlying Field (WOLF) intends to award a follow-on sole-source contract to Rockwell Collins, Inc. (doing business as Collins Aerospace Government Systems) for comprehensive support of the Joint Precision Approach and Landing System (JPALS). This contract, anticipated to last 60 months, will provide essential services including depot function and capability support, hardware support, maintenance, Software Sustainment Activity (SSA), In-Service Engineering Activity (ISEA), installation and integration, Program Management Review (PMR), guidance quality model support, and Verification, Validation, and Accreditation (VV&A). The requirement is a follow-on to an existing contract and aims to ensure the operability and maintainability of Navy ATC&LS equipment through 2040. Rockwell Collins, Inc. is identified as the Original Equipment Manufacturer (OEM) for JPALS components, possessing the unique technical expertise and data necessary for these specialized services. The anticipated contract type is a C-Type contract with various CLIN structures. The solicitation is being issued under FAR 6.302-1, citing only one responsible source and no other supplies or services will satisfy agency requirements.
