Description

The Business & Enterprise Systems (BES) through the Air Force Life Cycle Management Center (AFLCMC) Maintenance, Repair, and Overhaul (MRO) program is conducting market research to identify qualified 8(a) small business vendors capable of providing sustainment, modification, and support for the MRO and Cloud One Oracle Cloud Infrastructure (OCI) Department of Defense (DoD) Impact Level 4 (IL4) environment. The scope of work includes software maintenance, system design and development, performance monitoring, database design and development, testing, integration, migration, risk management, configuration management, Section 508 compliance, documentation updates, helpdesk support, production support, and Commercial Off the Shelf (COTS) upgrades. The MRO solution is hosted in the DoD Cloud One OCI IL4 region and leverages Oracle Applications Release 12.2.10, focusing on Oracle's complex Maintenance, Repair, and Overhaul (cMRO) and Oracle Financials Applications. The services required encompass technical direction for integrating MRO solution components with DISA, OCI, Exadata Cloud Services, Cloud 1, and ERP-CS. This includes managing application and database security, assisting with STIG remediation, interfacing with Oracle Support, troubleshooting performance issues, and administering Oracle Workflow Mailer and background processes. Vendors must demonstrate experience in Oracle E-Business Suite (eBS) R12.2.X/Oracle Fusion DBA or equivalent experience, with strong understanding of Oracle RDBMS architecture, cloud-based Oracle eBS administration, and security best practices. Personnel will require appropriate security background investigations and clearances, including a Tier 5 investigation for IT Level I access. The response is due by June 17, 2026.
