Invitation for Bid: Multiple Provider Operated Helicopter Rental Services in Mono County

The California Department of Transportation (Caltrans) is soliciting bids for multiple providers to offer fully operated and maintained commercial rotorcraft-helicopter rental services. These services are needed for the transportation of GAZEX tank farms and equipment to avalanche control facilities in Mono County, specifically in the June Lake area (SR 158) and Lee Vining Hill (US 395). Bidders must possess valid Federal Aviation Administration (FAA) licenses and certifications, including a Commercial Rotorcraft license, a Commercial or Airline Transport Pilot Certificate with appropriate ratings, and a Class I or II FAA Medical Certificate. Pilots must have a minimum of 100 flight hours in mountainous terrain and 16 hours of experience in the specific make and model of helicopter to be furnished. The services will be on an as-needed basis, with an estimated two to four flights per year, each lasting approximately three to six hours, excluding ferry time. The contract is expected to commence on June 30, 2026, and expire on June 29, 2029.
