Description

The U.S. Army Combat Capabilities Development Command (DEVCOM CBC), on behalf of the Office of the Secretary of Defense and Army Contracting Command - Rock Island (ACC-RI), is issuing a competitive Cornerstone Initiative Request (CIR) for a prototype project related to increased access and security requirements at the Rock Island Arsenal. This effort aims to develop a modernized, integrated approach to perimeter and installation security capable of addressing evolving threats in both ground and air domains. The CIR is restricted to members of the Cornerstone consortium and will solicit whitepaper proposals for one Fixed Price Other Transaction Agreement (OTA). The period of performance for the RIA tasks will be 12 months, with potential for additional tasks and sites. A non-competitive follow-on production OT may be awarded following a successful prototype. A site visit is anticipated the week of April 27, 2026, and attendance is required for proposal consideration. Entities must be members of the Cornerstone consortium to be awarded this OTA task.
