The State of Delaware, Department of Health and Social Services, Division of Public Health is issuing a Request for Proposals (RFP) for WIC Breastfeeding Peer Counselor Services. The goal of this program is to promote breastfeeding as the preferred method of infant feeding and increase the initiation and duration of breastfeeding for WIC-eligible pregnant and breastfeeding women. The scope of work includes providing education, support, and encouragement to WIC-eligible mothers, organizing prenatal and new mother groups, and making referrals to appropriate healthcare providers when necessary. Contractors will be responsible for providing approved educational materials, maintaining a private breastfeeding room with necessary equipment, and managing the distribution of WIC-approved breast pumps. Additionally, contractors must ensure their peer counselors are trained and maintain records of client contacts and activities. The program aims to address barriers to exclusive breastfeeding and improve health equity among at-risk populations. Multiple contract awards may be made, with larger portions awarded based on the volume of services or number of clients accommodated. Eligible applicants include hospitals, federally funded health care facilities, pediatric offices, obstetrician offices, and other agencies offering support to women of childbearing age.
