The State of Connecticut, through the Department of Mental Health and Addiction Services (DMHAS), is soliciting proposals to increase the availability of substance use residential treatment beds. This initiative aims to add beds to existing programs or establish new ones, specifically targeting ASAM levels of care 3.5 (Clinically Managed High-Intensity Residential Treatment) and 3.1 (Clinically Managed Low-Intensity Residential Treatment). These services are crucial for adults with psychiatric or substance use disorders who lack the financial means to access care independently. The expansion is part of the 1115 substance use disorder demonstration and will be jointly funded by CT Medicaid and DMHAS, with DMHAS providing contract dollars for uninsured individuals. There is a particular interest in expanding services for women, with an emphasis on gender-specific and trauma-informed care, as these approaches are recognized as more effective for women's recovery needs. Selected programs will be responsible for obtaining necessary certifications, including a Certificate of Need (CON) determination, a Department of Public Health (DPH) license for new programs, 1115 certification, and Medicaid revenue. The anticipated contract term is through June 30, 2027, with a total available funding of $1,000,000. DMHAS funding will cover at least 5% of the total cost of new/added beds, plus approximately $5,000 per bed for communication costs.
