Electronic Security Systems Installation and Maintenance Services

The Naval Air Warfare Center Aircraft Division (NAWCAD) intends to negotiate and award a sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract to Johnson Controls Building Automation Systems (JCBAS) for the maintenance and installation of their proprietary Electronic Security Systems (ESS). This includes Intrusion Detection Systems (IDS), Fire Alarm Communication, Card Access, and Closed Circuit Television (CCTV) systems across approximately 300 locations at Naval Air Station Patuxent River Complex, Webster Field Annex, and Naval Recreation Center Solomons Annex. JCBAS is the sole developer, manufacturer, and authorized service provider of the existing ESS infrastructure. Due to the proprietary nature of the system, including its computerized monitoring equipment and data encryption, only JCBAS can perform all required maintenance, sustainment, and upgrade efforts. The government does not possess the technical data package or design specifications, and JCBAS has confirmed they will not transfer these rights. Any attempt by a third party to maintain or modify the system would void warranties and violate agreements, potentially leading to significant security risks and unacceptable delays in securing classified facilities. The contract will cover services such as semi-annual preventative maintenance tests and inspections, emergency maintenance and repair response within four hours for communication loss, and non-emergency response within 24 hours, seven days a week. Personnel will require security clearances up to Secret with safeguarding up to Top Secret.
