Vocational Support Services for Individuals with Developmental Disabilities

The New York City Department of Health and Mental Hygiene (NYC Health Department) is planning to issue a Request for Proposals (RFP) for Vocational Support Services for Individuals with Developmental Disabilities. These services are intended for individuals with developmental disabilities as defined by New York State Mental Hygiene Law, who are not enrolled in New York State Office for People With Developmental Disabilities (OPWDD) services but may utilize these services while awaiting enrollment. The agency anticipates awarding approximately five contracts, one for each borough, to providers with demonstrated experience in delivering equitable and high-quality services. The program aims to assist eligible individuals, aged 18 and older, who are NYC residents with a developmental disability and meet specific criteria such as ineligibility for Medicaid or OPWDD services, or being eligible but unable to access OPWDD vocational services. Services can be provided for up to 24 months and include initial assessments, individualized service plans, and a range of vocational programs such as Pathway to Employment, Community-Based Prevocational Services (CBPV), Employment Training Program (ETP), Supported Employment (SEMP), on-the-job support, job readiness classes, and job development and coaching. Providers are encouraged to propose programs that include at least three vocational support services. Additionally, providers may request up to 10% of total funding for program enhancements like specialized staff training, employer/community training, or transportation stipends.
