General Investment Consultant Services for SCERS

The Sacramento County Employees' Retirement System (SCERS) is issuing a Request for Proposals (RFP) to secure a full-service, retainer-based, non-discretionary general investment consultant. This consultant will be responsible for assisting in the ongoing monitoring and evolution of SCERS' total investment portfolio, acting as a fiduciary to the system. The consultant will collaborate closely with SCERS' Staff, Board, and existing consultants for alternative assets and real estate. SCERS manages approximately $15.7 billion in net plan assets as of December 31, 2025. The scope of services includes providing advice on investment policy and asset allocation, conducting asset-liability studies, performing risk management, managing public equity and credit investment manager searches and due diligence, monitoring performance and compliance, and providing meeting and client services. The selected firm will be expected to work closely with SCERS' investment team and attend monthly Board meetings.
