The City of Apache Junction is soliciting proposals for bulk fuel services to support its Public Works department. The resulting contract will be a non-exclusive term contract. The services required include the supply of various fuel types, such as red dyed diesel (estimated 6,000 gallons annually), clear diesel (estimated 40,000 gallons annually), unleaded gasoline (estimated 80,000 gallons annually), and E55 fuel (estimated 10,000 gallons annually). Deliveries are expected to be in full or near full loads, with approximately 8,000-gallon minimum truck/trailer loads ordered every 3 to 4 weeks. Fuel delivery shall be F.O.B. to the City's Public Works Yard at 575 E Baseline Avenue, Apache Junction, Arizona, within one calendar day of a telephonic order. Deliveries will be accepted Monday through Thursday between 6:30 a.m. and 4:00 p.m. Bidders must submit bids for oxygenated fuels and ensure compliance with all relevant specifications, including ASTM D4814 for oxygenated fuels and ASTM D975-81 for diesel fuel. Pricing must be based on the OPIS 'Phoenix Rack' average price, with all costs, including delivery and applicable taxes, incorporated into the per-unit price, stated to four decimal places. The contractor will be responsible for all transportation risks and environmental spill cleanups resulting from their equipment failure. The contract is anticipated to begin on July 1, 2026, and continue through June 30, 2031.
