The NAVSUP Fleet Logistics Center Pearl Harbor (FLCPH) is seeking quotes for tugboat services to support naval operations in the Pearl Harbor, Hawaii area. This is a Request for Quotation (RFQ) with a 100% small business set-aside. The services include towing, twisting, mooring, berthing, docking, shifting, assisting, pulling, and escorting various types of vessels, barges, submarines, and other objects. The contractor will also be required to provide emergency support services for situations such as weather threats, shipboard fires, vessels aground, oil spills, and other maritime emergencies. The period of performance is divided into four distinct periods, with specific commencement and completion dates in June and August of 2026. The tugs provided must meet minimum specifications including a USA flag, a maximum draft of 16 feet, a maximum length overall of 110 feet, 4000 shaft horsepower, and a minimum bollard pull of 100,000 lbs forward. The tugs must also be configured to prevent metal-to-hull contact with surface vessels and have sufficient capstans, winches, lines, communication, and navigation equipment as required by the U.S. Coast Guard and FCC.
